Il fait un temps de chien

“It’s a dog’s weather!” But what does that mean? Well, if it’s raining, snowing, or foggy or windy and cold… or everything at the same time, then you can say Il fait un temps de chien!, “The weather is terrible!”. The expression appeared at the beginning of the 20st century, at a time when dogs were considered mean and dirty animals, and would be left outside, no matter how the weather was.
